Introduction
Government and public-sector services depend on certificates, signatures, digital identities and long-lived records. QSD research examines migration patterns for public PKI and eID ecosystems, with special attention to interoperability, legal validity, archival assurance and the staged adoption of post-quantum mechanisms.
2026 Research Context
Public administration is directly relevant to Europe’s coordinated PQC transition: the 2025 EU roadmap calls for Member States to begin transition by the end of 2026. Government environments also carry long-lived signatures, archives, PKI, trust services and digital-identity dependencies that cannot be treated as a simple endpoint upgrade. Research should therefore examine archival validity, signature transition, certificate hierarchies, identity ecosystems, procurement and interoperability—while aligning with the continuing evolution of eIDAS2 and European digital identity services.
