Introduction
QSD is preparing a German federal-funding track to support continued development of the Q-TR platform. The proposed work focuses on making cryptographic discovery, risk prioritisation, migration governance and evidence management accessible to organisations that need a structured transition path but do not have large dedicated cryptography programmes.
2026 Strategic Relevance
Germany’s PQC implementation context sits inside a broader European shift from research to deployment. The BSI has consistently treated post-quantum cryptography as the priority path for broad quantum-safe migration, while the EU roadmap now provides implementation milestones for public administration and critical infrastructure. A national development track for Q-TR would therefore be strongest when framed around practical adoption: SME-accessible discovery, migration governance, German/EU control mapping, supplier evidence and integration with real enterprise environments—not as a speculative quantum-technology project.
Project Objective
- Expand Q-TR capabilities for cryptographic inventory and dependency management.
- Embed NIST FIPS 203/204/205-oriented transition logic and configurable policy controls.
- Develop SME-friendly readiness workflows, dashboards and implementation guidance.
- Validate the platform through proof-of-concept use cases in the DACH market.

QSD Contribution
QSD would act as product and transition-methodology owner for the proposed Q-TR development track. The contribution would combine platform architecture, cryptographic inventory and risk logic, governance workflows, NIST PQC mapping, SME-oriented usability and pilot evaluation in the DACH market. Funding instrument, eligibility, work-package boundaries and project duration remain validation items until a specific call is selected.
