QSD Joins Horizon Europe CL3-2026 Consortium Formation

QSD is developing a consortium concept focused on translating PQC standards into deployable critical-infrastructure transition patterns.

Why the 2026 Timing Matters

Europe has moved from general PQC awareness to a coordinated implementation roadmap. The 2025 roadmap calls for transition activity to start by the end of 2026 and identifies critical infrastructure as a priority for accelerated migration. That makes cross-sector research on discovery, hybrid interoperability, long-lifecycle assets and transition governance particularly timely. Any QSD consortium communication should, however, remain precise about the difference between strategic alignment and awarded-project status: consortium composition, call fit, submission dates, budget and QSD’s formal role must be verified against the live funding documentation before publication.

From standards to sector adoption

The post-quantum challenge for critical infrastructure is not a lack of algorithms. It is the gap between standardised cryptographic mechanisms and the operational reality of energy, healthcare, transport, water, telecoms and public-sector environments. Long asset lifecycles, availability requirements, legacy protocols and supplier dependencies make sector-specific validation essential.

A consortium model is the right scale

No single organisation can represent the complete European critical-infrastructure ecosystem. QSD is therefore building a consortium-oriented concept that brings together operators, technology providers, research institutions and security specialists. The goal is to combine real operational use cases with cryptographic architecture, migration tooling, simulation and governance.

Proposed technical focus

The concept centres on cryptographic exposure discovery, risk-based prioritisation, hybrid/PQC reference architectures, pilot validation and reusable migration playbooks. A further objective is to convert lessons from pilots into structured governance artefacts and Q-TR data models so that results can be replicated beyond individual demonstrations.

What QSD brings

QSD contributes a transition-oriented perspective that connects cryptographic architecture with risk, compliance and programme governance. Rather than treating PQC as a laboratory-only topic, we focus on the practical sequence from discovering dependencies to planning migration, validating change and maintaining evidence.
